Are you sure this is true? I only ask because in the Netherlands there are rules that foreign cars and driver's licenses can only be used here for up to six months after commencing a stay, and only within a 24 month period. Meaning, one cannot make a quick hop to Germany or Belgium every six months. And the Dutch authorities certainly do chase after foreign plates, in my experience with foreign friends who sometimes find fines laying on their German and French door mats.
