On this occasion the PC staff was preoccupied with a late EWR flight going through an ATC hold, so there were multi announcements on that, none on the Houston flight.

I think the flight was mostly regulars, businesspeople, who congregated at the gate early, and the staff must've said what the heck, let's board. To have a 737-500 filled up and settled by 3:20pm, they must have called F boarding soon after 3:00pm, 40 minutes before scheduled pushback. (And the flight itself was only 42 minutes airborne!)
