Unfortunately this whole stupid "leave the bags unlocked" thing no longer makes anything obvious when it comes to checked luggage. Remember the baggage handlers, airport porters, etc also have access to these unlocked bags. Just because there is a note does not mean its TSA, OTOH I wouldn't be surprise if it was
