Yes, but there will be some problems with carriers that don't have interline e-tkt agreements in place with AS. From a pax POV, it'll mean issuing seperate tickets and overpaying some taxes, not to mention the added inconvience of multiple record locators, etc.
BTW, IATA has set 2007 as a target for full global e-tkt capability and other than AS, I can't see how that goal can be met. Most of the major carriers don't have interline e-tkt deals outside of their own alliance and AFAIK haven't budged toward signing those deals.
