Sorry, tvl4free, but I'm confused by your question: Did you mean SQ (Singapore Airlines) rather than SK (SAS)? If yes, then:

(1) The answer is that any fare classes that earn mileage on the partner's own FFP will earn KrisFlyer miles
(2) Your country of residence doesn't matter for KrisFlyer mileage accrual

(By the way, the link you provided worked for me, so what you experienced may just be one of the website upgrade hiccups.)
