the cost control field is nothing more than "who to bill to" for avis. It effects nothing unless its a prepaid acct, and if its prepaid, cost control will only tell avis billing where to send the bill.
So if I know the code for some big corporation, then they'll get the bill for my rental (giving me a really big discount) ?
