Yes. But Arrivals lounges are, err, not departure lounges. The OW agreement only applies to departure lounges - the Arrivals lounges are a BA-only benefit for BA Club World/FIRST pax and BA Gold/PREM card holders arriving on longhauls. Because of the JSA and closer tie-ups (probably because you can't join the EC in Oz any more?) entry is also extended to longhaul QF FIRST/Business pax arriving into T4 and also the top tier QF members. That's it though.
