So, if you see the Z-fare as "especially low to be in line with the QUAUP's" instead of "the B-fare as especially high," it falls into line.

Although it is showing the fare for those city pairs, all PS flights are excluded in the fare rules. This is most likely a fare for connecting flights that don't involve any 3 cabin planes.
