They are in the wrong and should be reported. I don't know how somebody could take lighters all day long and then be seen openly using a prohibited item in the sterile area? Bad apples...
Knowing that situations like the snatching that was described could happen, our airport was advised not to be lighter Nazi's if we saw somebody using a lighter in the sterile area smoking room. Just ignore them...
