The transit desk in CGK cannot issue boarding passes. You would need to ask for an SQ agent to escort you to the landside for boarding pass. You don't need a visa under escort as it is for procuring boarding pass only. The same agent is responsible to escort you back into the airside. You do need to pay departure tax of Rp100,000.
