CO releases few, if ANY, seats for upgrade outside of the 30 day window. Europe is most tightly controlled in this manner. I have always gotten put on the waitlist and then always cleared at the 30 day mark like clockwork. It helps to try and pick flights that look open (or get a friendly CO agent who will help 'suggest' the most likely flights to get the u/g!)
