If you do a search under Vancouver you'll find several reviews of this property. You are correct in noting all the HIXs are on the outskirts of the city and not convenient for general sight seeing. The one you've considering is central to the business district, but the one in West Vancouver near city hall is actually a nicer neighbourhood and has plenty of street life and on major bus routes to get to tourist sites. However, there are usually lots of promotions in the fall, so you should get a room rate down to C$100 a night at either. Not sure I'd spend points given those low rates, and the fall bonuses.
Rooms are large, clean, friendly staff but not luxurious. I often stay there when rates are an issue and I cannot get the CP for a few dollars more. Be prepared to walk to most sites in the city [Canada Place, Gas Town] or take a cab or bus along Granville. Same to the Museum or other such venues.
