This isn't true any more. 10 years ago I would have agreed with you, but that part of downtown DC is now quite happening at night, with safe, brightly lit streets and plenty of interesting bars and restaurants.
For someone wanting to see the sights of DC, I strongly recommend staying IN the District as opposed to Metro-ing in. Almost all of the typical tourist attractions are within easy walking distance of Metro Center, and you still have the train if you want to go to Arlington Cemetery (for instance). Park the car and get some exercise--stay in DC!
