If you are already in Terminal One then you don't need to pass through Immigration, but you do need to pass through an extra security screening. The RCC is on the way to the C gates, and there is a little metal detector and bag screener just before the entrance to the RCC that you need to pass through. Queues are never very long there in my experience.
