Was't their talk of building a bridge at one-point? What about using quiet jets?
Mystery to me, I used to use it a lot to YUL and more often YOW and the load factors seemed high on the early morning flights but after the last mainline pilot's strike they killed the early morning flights making it impossible to get to either city for a 9:00AM meeting using YTZ and the loads dried up. I've never figured out why.

No 50 seaters, the 300 needs more runway than YTZ has.

The bridge plan also included a runway extension and a new terminal, both also killed when the bridge was killed.

Jets are prohibited not by federal regs but by the tripartate agreement that governs the airport (medevac flights are exempted but noone uses jets for medevac here so it's moot) so the city government would have to agree to allow jets. Will never happen.

Killing the bridge was only the first step, the people who live in the expensive condos on Queens Quay want a greenspace park where the airport is and they'll probably get it eventually. They've already got a trained lapdog in the mayor and just need to get a few more suburban city councillors to care about the issue. A small number of people will die yearly due to lack of effective medevac in the city, especially when Buttonville closes (and it is a matter of when not if, I'll be mildly suprised if it's still there in 2010)
