The misnamed Harbourfront LRT (as opposed to Scarberia's) is just a couple of streetcars that start off in their own tunnel under Union Station. The entrance is from the east side of the Union Subway station just near the exit to the train station. After leaving the tunnel, it just goes on the surface along the street, stopping for traffic lights like any other street car until it gets to the CNE. Might save you 5 minute walk from the ferry, but is the best transit to the CNE, I suppose.
It is NOT misnamed. It means any "light" rail running in a dedicated right of way. The Harbourfront line and the Spadina line are LRTs because the tracks are in dedicated lanes separated from car traffic by curbs, unlike say the Queen or King streetcars where car traffic can run on the streetcar rails.
