Generally no such issue for me. Torn bills or heavily-soiled ones are generally a bad idea, but wrinkled bills have never caused me heart ache in Buenos Aires.
About giving USD to taxi drivers, many definitely don't like it in Buenos Aires -- especially nowadays.
