Yes they have corrected this now and you can get to 93 from the Ted Williams, coming from the airport. In fact, this is the only way to get to 93S, I believe. It has to do with planners again wanting to get those going south (and thus out of the city) going south faster and not through the middle of the city. ^
Note: the exit for 93S from the Ted Williams is MUCH earlier than you would think. I think it is actually in south boston (distance wise) but it does work. You exit to the right for both 93 N / S and then separate later down the line.
