It is indeed. Only Y and B on LH (and other airlines which have M&M as their home FFP) earn full miles. All the rest is 0.5, even M and H which can be very expensive. Other *A European airlines are hardly better in terms of discount economy earning. Message is clear: if you want to earn a reasonable amount of miles in discount economy, avoid European airlines.
