Note that the effective date is, "For tickets issued and travel that begins on or after September 1, 2005...."

If you are planning an international coach trip in the near future, you might want to get your tickets issued before September 1st.

Also, for tickets purchased before September 1st and travel after September 1st, be prepared to argue about the effective date. As written, BOTH the travel and the purchase must be on or after September 1. However, one should be prepared to challenge uninformed agents who may argue that all travel on or after September 1st is subject to the new limit.
As I will be traveling after Sept.1 and was concerned about the new luggage policy. My tickets were purchased early August so it appears according to Ms. P at GE that regardless of "elite" status, all passengers traveling internationally who purchase a coach class ticket prior to 9/01/05 are allowed (2) pieces of luggage weighing up to 70 pounds each. I jotted her name down, just in case I get hit w/ extra fees.
