Specifically the 2nd paragraph:

"
Please note, on a temporary basis from February 1st to December 31st 2005, mileage which expires under Aeroplan terms and conditions may be reinstated within 12 months of expiry date, subject to payment of an administrative fee of $135.00 CAD, plus applicable taxes. In the event your mileage expires between February 1st and December 31st 2005, a 12 month period will be granted for reinstatement, subject to the processing fee of $135.00 plus applicable taxes. (E.g. if your mileage expires on June 2, 2005, you will have until June 2, 2006 to reinstate your mileage)."

Oops - sorry reread your post and it seems the miles expired outside of the 12 months Sorry for the non-helpful information.
