How Can One Reinstate Expired Aeroplan Miles Successfully?

My sister-in-law, returned spring 2004 from India, after several years absence from Canada, due to extinuating circumstances. Around that time, her Aeroplan miles apparently expired. I finally got her to email Aeroplan the other day about the status of those miles. As you can imagine, the email (copied with identifying information deleted) mentioned the 3 year rule of inactivity.

However, as I understand it, there are always exceptions or extenuating circumstances to any rule. Should she appeal, and if so how - to whom should she send the appeal request, and by what means (ie email, or regular mail)?

Does anyone have knowledge of someone successfully getting the Aeroplan miles reinstated, once they were purged because of 3 years or more of inactivity?

This is the excerpt of the Aeroplan email message:
"... Unfortunately this account expired on ...., 2004. Kindly note, the program terms stipulate that Aeroplan reserves the right to cancel any Aeroplan member's account who has not earned Aeroplan Miles during a three (3) consecutive year period. In all cases, the first step is to revoke any accrued mileage, then indicate the account as expired in our database. The actual membership number, however, remains live in our system until it is eventually purged. Our records indicate the miles on Aeroplan membership, ...., expired on ...., 2004 due to inactivity. As no transaction were credited to this account for a period of three consecutive years, the previous mileage balance, ...., was revoked and the membership account was made to display an inactive status. Regrettably these expired miles cannot be reinstated"
