Here is how it works. You put the gun in the bag WITH the declaration. When the bags goes through CTX or x-ray, It gets kicked out for inspection because of several things. The bag is then opened and the declaration NEEDS to be in the bag or whola! You are subject to both arms of the law. BTW dont forget to UNLOAD IT. And yes contary to another post, It is going to be inspected without you there unless there is some provision for you to be there.
