It's in the airport premises. Ask someone in the airport to point you in the right direction. Not sure that all trains stop in Bonn, though (at least not those with an LH flight number, I think). You might have to stop in Siegburg and take a taxi or train from there, or go to Cologne and then take a train from Cologne to Bonn.
Edit: With the ICE, you would need to proceed as I posted above, but there is a direct train (EC) from Frankfurt Flughafen to Bonn Hauptbahnhof (FRA airport to Bonn main station).
