I set up meetings for several state assoc. If they are for board meetings, it is for a meeting room (no cost) and 10-20 rooms booked. Board members pay their own rooms and the assoc pays for any extras. There is usually a bonus amount for setting up the meeting (5,000-20,000 points) that is credited to my account. I have asked for the points before but have had times that it was requested after and received the points.

I have also set up receptions for a meeting/forum at national conferences. I had the catering/food amount charged to my room. I then received the points because it was tied to my bill.

It might be worth a call to Hilton Hhonors to request a good faith award of points for using a Hilton for your banquet. It is up to the hotel but Hilton can also award the extra points to keep your business. This works for us because we move the meetings around the state and try to stick with the same hotel chain. The loyalty is to Hilton and not one hotel.
