It's because CGK has always been worse than KUL in that department. It's nothing new in CGK so why does the media have to bother about it?
As a matter of fact only Bangkok and Mexico City have worse air pollution/smog than Jakarta among cities worldwide.
I'm only pointing out the fact that Jakarta overall is worse than KUL so why is it you have be irritated with the comparisons? Chill out!
