Your 100K number seems high to me, skofarrell; are there really an average of 2,000 desktops per state, even including inland states without international entry points?
But even if there
are 100K desktops on the Customs network in question, I still stand by my comment regarding scalability. Any number of companies -- Sun or IBM or Cisco Systems, for example -- could handle the assignment. It wouldn't require re-invention of the wheel.
As for budget constraints, that may be a different story, granted.
Perhaps we
could have allocated an adequate budget to safeguard the security of Customs' networks if the current administration hadn't spent (and weren't continuing to spend) billions upon billions of dollars to fund the invasion and occupation of a foreign country that played no role in the terrorist attacks of September 2001.
