I don't think alerting the flight attendant in this situation would help. Flight attendants have enough work to do as it is (rushing the beverage service, doing crossword puzzles in the galley, etc.); they don't need a narc to add to the workload.

To answer the original poster's question. Boeing and Airbus aircraft are equipped with an extra mask at every other row. Even numbered rows on Airbus , and odd numbered rows on Boeing.
This is actually one of the things high on my priority list too. I always make sure parents with lap children are in the right spot, and know about the extra mask. Recently, I had a flight with 3 sisters and their babies in the same row!
FYI-there are also 2 masks in each lavatory.
