From my (unfortunate) experience there does not seem to be a uniformly consistent answer to the puzzel of "Eligible Charges". Different hotels seem to be all over the place - especially in international properties.
I think that you have logic on your side, but I suggest that you give the hotel a call. From my experience the Diamond Desk does not seem to know.
As an aside, why not spring for the extra 3000 points per night, or scroung a suite upgrade certificate.
