They are required to travel by the most economical routing, hence not requiring them to be bound by UK based airlines only. However some departments (MOD) spring to mind which do negotiate discounts/deals with BA. But I have never actually heard of either FCO or DTI doing it, and the staff from those departments I've spoken to seem to be unaware of it if there is anything - they fly all sorts of airlines.
Now there was a rumour (that I have been told isn't as fancifull as you might think) that BA do have a deal going with the MOD but this is to do with getting certain people (or even teams of) to certain places at short notice. Not sure what rate they are paying though
