Sort of.

The deal with MN kept thousands of jobs in MN and created many more. It had been anticipates that either ATL (which was offering the former EA Airbus hanger) or DTW would receive the MX base... furthermore, NW has repaid MN more than twice the amount of money it borrowed -- but it continues to owe more than it borrowed... NW's lobbied for credit against $$$ it spent on renovations / expansion at MSP out of its own pocket (but hasn't gotten any)...

Most MN politicians know this, of course, but enjoy playing off of the public's ignorance...
