If CO has an office or airport in the state or other jurisdiction, all one needs to do after getting the judgment is to get a "Writ of Execution" and get the sheriff or similar to accompany you and "attach assets" by taking the money out of the cash register.

Nolo Press has a website with plenty of good legal self-help books.

I am not saying it will be easy. CO has a good legal department; Mr. Smisek used to be General Counsel; and they can be expected to contest venue, arguing that the small claims matter belongs in court in Houston.

However, they will have to spend money to do this, and eventually may get the message that the "business cost" of abandoning costomers' luggage to thieves is not worth it, not to mention the resultant consequences of excessive carry-on luggage.
