One of the main reasons fuel is so cheap in middle eastern countries is because the governments highly subsidize the gas in order to placate their citizens. It is unlikely they would do the same for United. Actually, I believe people do sometimes try and smuggle this subsidized fuel out to sell on the market but it is most likely a difficult and dangerous proposition.

And of course, as others have pointed out-cheap oil is not the same as cheap jet fuel.
