The changes you mention apply to all tickets issued as of/after 15 Aug. So it depends on what you mean "commenced the process". If you are referring to the booking process then you are out of luck - booking does not lock you into the prices and rules as of that date. If you are referring to ticketing and your ticketing occurred before the date of the rule change then you are OK.
