I agree with you. But keep in mind that the free ticket is capacity controlled (can only be booked in certain fare classes -- W, V and Q, I believe) and must be booked 14-days before flying. They effectively eliminate the chance of losing revenue on a last-minute ticket or on popular flights that sell out quickly.
That being said, I just used a free ticket I got for a 1.5 hour delay on a trip that would have cost me $562. When I was bumped, I had asked for the TC's (prob would have been $200), but they refused.

Been there, got the T-shirt. Although to be honest, I did figure I'd be short 100K EQM in November and paid for the 2x EQM offer, then upfared a transcon to W to cover the shortage.
