I'll ignore the sarcasm and clarify:
We didn't set up our safeguards "in hours" -- it required days of planning, more days for implementation, and yet more days for troubleshooting by our IT team. But once in place, our security safeguards are virtually self-maintaining.
We run two parallel networks, each with several nested sub-networks -- a total of 12 servers with around 450 attached workstations. Granted, we're a "small" operation in comparison with Customs -- but everything we've done is scalable. There's no reason to assume it would be unreasonably difficult to implement the same systems and safeguards on a larger scale.
