Is there a definitive answer on whether you can just transit?

I'm actually kinda curious about this, I had been under the impression that these great ex-TIP fares had to be sold and ticketed in Libya, and that this could not be done airside.

I suppose as stimpy says above (with regard to Visas) that "where there's a will there's a way."
