Well yes and no. From long experience I know that a great deal of information on this site is useless and misleading. Many times they tell you to register at a local police station, but in visiting nearly 100 countries I've never done that. You don't have to do the Treasury thing either. Just call the embassy and get your visa. In fact, I bet there is a way to just get one when you show up at the airport. Even when I've been told a hundred times I can't do that, I just go and do it anyway. Where there is a will, there is a way.

Maybe try calling the Libyan embassy in London, Paris or some other Euro country and you may get a visa there easily.
