I think all hotels are getting "tight" with their promises, charging for guests in the club, saying the upgrades are subject to availability and there is no availability. Seem to be going through what the airlines did with their FF programs a few years ago (and seem to be doing again).
CP seems to be much more fussy than IC with these things.
