Answering your question no. 2 first: like all SIN DOs, this is a formal (i.e., black tie) affair. So don't forget to pack your tux.
Actually, 'smart casual' is fine, and Singapore is more casual than most other places. So, jeans are OK; shorts maybe not, but OK for the hawker run.
As to the time, I was thinking maybe 5:30 or 6, but now not sure whether Bar None is the best place to start off the evening, seeing as they only open at 7 and will have a cover charge on the weekends. We can try the Living Room (also at the Marriott), which does have a happy hour, or go somewhere else. Some suggestions:
Post Bar at the Fullerton. Or something a bit more casual:
Crazy Elephant at Clarke Quay. Any other suggestions? Is Harry's a bit overdone?
