CO delivered the bag to the baggage claim. That's the end of their liability.

The fact that the passenger admitted that someone else picked it up and later returned it proves that CO delivered the bag. The only negligence was done by the person who picked up someone else's bag and left with it. Fortunately, they realized their mistake and returned it. There has been no mention of anything damaged or missing.

Passenger's luggage gets picked up by people other than themselves all the time - relatives, skycaps, drivers, etc. The CEO of my company never picks up his own bags - he has his driver go get them while he waits in the car. No claim check required by the airport. Does that mean CO didn't deliver the bag to "him" - that they "misdelivered" the bag because someone other than the passenger took it from the baggage claim?. Of course not.

Should CO offer any compensation, it would be a customer relations gesture - they have no liability here.

But, please be sure and call a lawyer. Especially over $150 claim that no judge will award anyway. That would be a real productive use of your time and money, and of course, the American way. Lawyers never have enough to do! Let's all be victims first, and use common sense later!
