DHS Travel Document

Hello,

The other day coming from Anguilla and going through immigration in St. Martin (French) the guy in front of me presented a USA Homeland Security "Travel Document" that looked like a passport only difference is it had a green cover and some DHS printing on front instead of the Eagle. I've googled my fingers out and was wondering if you all had any leads to where I could get more info on this. Even the French immigration agent never came across one. I would've asked the guy what it was about but the two Anguillian dudes he had with him couldn't get through with the documents so I didn't think that would've been good timing.
