Only for the first 10,000 Q-points of travel, in the first year. (Assuming a rate of travel high enough to sustain 2 EXP or 1 EXP/1 PLT.) Admittedly, the second one would not get the free domestic upgrades until they hit EXP, but at least the double mileage would be there.
