Makes sense. I was sort of wondering why there were two separate lounges, but if you arent taking an onward leg (and hence can go through into DEP lounge) then you still might want a lounge to freshen up in.

I guess that in this case you could check in for your onward leg, but not go through to deptartures, and instead stay in the Arrivals lounge as long as you can.
