For me the purpose of the departure lounge is to chill out, have a drink and maybe catch up on some work whilst waiting for a flight.
Arrivals, is so I can have a hot breakfast, a shower, and wake up after an overnight long haul, before driving to the office/home.
Re entry rules: I don't believe you can, but I'm sure if you have status and ask nicely , the lounge dragon may let you in...
