Yes - a case was settled in the US this year and now clients are charged the direct fare plus a booking fee. There's a lot more transparency as you are given a range of fares and details to enable you to make reasonable pricing decisions and a lot of the fares are D class which is as good as J unless you want to partake in the "upgrade to F on one leg" deals - we're banned from taking those fares.

I have to agree though that often policies are set by those that do not have to travel and also seem irrational but the problem with large organisations is that it only takes a few people to abuse the system to ruin it for the rest.
