I should have been clearer, the ability to upgrade on any DOMESTIC fare classes using miles. Non-elites are restriced from upgrading the lower fare classes using miles while elites can upgrade any domestic fare using miles. The statement that BBT in NY made regarding fees was only for BusinessFirst cabin upgrades; domestic upgrades are free.

P.S The actual text says, "Series 0 Upgrades: Elite members may upgrade from any fare class. All other members may use miles to upgrade when flying on Y, H, K, N, or B fares."
