Dave Obey of Wisconsin's 7th Congressional District has that position. I'm also reasonably confident that Dave Obey too is generally a good friend of civil liberties (and the CWA airport ).

Tim Sparapani, legislative counsel for the ACLU, should have quite good access to Obey -- courtesy of CWA-area ties. And Sparapani is certainly aware that the so-called SecureFlight (CAPPSII) program as currently designed is a threat to the privacy and other liberties of Americans. There are several reasons why DHS does not want true Congressional or even GAO oversight on this matter.
