What makes you think the reporter was asking for an upgrade? Seems like he was asking for comment on reports of the empty seats on the flights...
You claim that "when operational reasons require, BA will u/g passengers to fill the flight" when the point is that they haven't done so, despite having passengers been stuck in Heathrow for 72+ hours.
