Singapore for all around shopping and English is used by everyone. HK is nice but more expensive.
Clothes shopping Toronto is best overall for selection and price. Best pure selection is London. Most exotic place is Shanghai and Milan.
Best Mall space is Mall of American in Twin Cities or Manhattan.
